About the PEI Skilled Workers Outside Canada Stream
Prince Edward Island (PEI) is a small province which is located in the East of Canada. With its advantages in geography and climate, it has been known for seasonal industries such as agriculture, tourism or the fishery. However, since over the last decade, this province significantly developed in innovation. Some keys areas are aerospace, bioscience, IT and communication.
To stimulate the economy of the land, the Government of Prince Edward Island created the Prince Edward Island Provincial Nominee Program (PEI PNP) to attract suitably skilled workers. There are four main streams of the program, including PEI PNP Express Entry, Skilled Worker in PEI, Skilled Worker Outside Canada and Critical Work. If you do not want to apply PEI PNP on Express Entry, or you have not had a work permit in Canada yet, you can apply directly through Skilled Workers Outside Canada stream.
Requirements/Eligibility
1. Background:
- From 18 to 59 years old.
- Have legal status in the country of residence.
- Have the genuine intention to settle in PEI.
2. Skilled work experience:
- Have the full – time job offer (permanent or at least 2 years) from a PEI employer. Important note: Though this stream, your employer must contact the authorities first, and the job offer must be approved prior to submitting an expression of interest profile;
- The job must be under skill level O (managerial jobs), A (professional jobs) or B (technical jobs and skilled trades) of NOC (National Occupation Classification).
- Have at least two years of full-time work experience in the last five years.
3. Language ability:
You can prove your language ability (English or French) based on one out of three options below:
- Have at least 4 in the Canadian Language Benchmark (CLB).
- Employer signed PEI PNP-L06 Employer Language Declaration
- You are certified that your principal study is in English or French.
4. Education:
You must hold a Canadian secondary or post-secondary degree (or equivalent qualification certified by an approved agency)
5. Sufficient Funds:
You need to prove that you have enough money for you and your family to live in PEI, including travel costs. PEI authorities do not provide detailed information, but you can depend on the minimum funds required by Immigration, Refugees and Citizenship Canada (IRCC) for the Express Entry program:
1 person: $12,669 CAD
2 persons: $15,772 CAD
3 persons: $19,390 CAD
4 persons: $23,542 CAD
5 persons: $26,701 CAD
6 persons: $30,114 CAD
7 persons: $33,528 CAD
For each additional family member $3,414 CAD
Application Process
Step 1. Expression of Interest
You create an account on Expression of Interest (EOI) and update your profile on the system. You will then be ranked based on these fields:
- Age
- Language
- Education
- Work experience
- Employment
- Adaptability
Step 2. Get invited
Highest ranking candidates then will receive an invitation to apply the PEI PNP. There is an instruction that is given to you through your mail, and you have to complete all forms required by the province and the Federal. Here is the list of forms you have to fill:

Step 3. Submit application
After completing the forms, you send them and the evidence of application fee payment of CAD$300 (can be bank draft, certified cheque, or money order) to:

The authorities then check your application. If they accept, you will receive the nomination to apply for permanent residence. You need to prepare documents that must accompany your application to IRCC. You then send all your documents to the Centralized Intake Office (CIO) – Sydney.

If you are approved to permanent residence, you must report to the Office within 30 days after landing in Canada. You may report in person to 94 Euston Street, 2nd floor, or email immigratepei@gov.pe.ca to schedule an appointment.
Cost
Besides the amount you have to pay for the Permanent Residence process, you have to pay the additional fee for PEI to complete your nomination:
- Application for Nomination by PEI, $CAD300
- Your application with right of permanent residence fee (include spouse/partner or not): $CAD 1,040
- Your application without right of permanent residence fee (include spouse/partner or not): $CAD 550
- If you include dependent child: $CAS 150 per child
- Biometrics (if you have not done before): $CAD 85 per person, maximum $CAD 170 for family
- Medical checkups
- Language tests
- Police certificate
- Other fees
How long does it take?
You have to wait up to 19 months including the time for biometrics to receive the outcome. Besides, you can experience delays if:
- Your photocopies of the documents are unclear.
- Verification of your information and documents takes more time than expected.
- A medical condition that may need more tests or consultations.
- A criminal or security problem.
- Consultation is needed with other offices in Canada and abroad.
