An Expression of Interest (EOI) is one of the first steps in applying for permanent residence in Canada. The Expression of Interest Application can be done by eligible candidates to fast-track their application for permanent residence.

What is Expression of Interest?

The selection of economic migrants for admission is one of the key choices in migration policy. Many OECD countries have found their selection systems to be less flexible and efficient than hoped for or underperforming in attracting the right candidates. Looking for solutions, several have turned to the most recent innovation in this area, the Expression of Interest (EoI) system. EoI, first introduced in 2004 in New Zealand and later in Australia (2012) and Canada (2015), allows countries to create a pool of qualifying applicants and to filter and select them according to different parameters, to improve selectivity and responsiveness to economic and policy objectives

An expression of interest (EOI) is an application method of showing your interest in applying for a skilled visa for immigrating to Canada. EOI is an online application form that needs to be filled by the applicant using a Canadian government website commonly. Moreover, you can also submit your EOI, which is the PDF version, via email You will receive confirmation that it has been received.

The minimum requirements

Expression of Interest is basically a point-test where you need to demonstrate your interest of migrating to Canada if you are applying for any of the following visas:

Therefore, it is compulsory to meet requirements for eligibility for at least one stream (includes Language and educational credentials assessment). The answers you provide are reviewed by the employers as well as state and territory governments to evaluate whether your skills meet Canada’s economic needs or not.

Once you have completed your EOI, it is stored and valid for 1 year. You can access your EOI and update your information at any time. It is your responsibility to access your EOI and update your details if your circumstances change. It will be too late to update your EOI if you receive an invitation to lodge a visa application. You may want to update your EOI if:

  • gained new work experience
  • gained a higher qualification
  • improved your English language ability, or
  • your family makes up has changed.

These changes may also affect your points score and may improve your ranking. It is your responsibility to ensure you don’t provide any incorrect, false or misleading information on your EOI. 

Submission process

In the first step, potential migrants express an interest in migrating to the specific destination country by submitting their profile electronically. Those who meet minimum requirements are admitted into a pool, where they are ranked according to a point-based system (PBS), and from which, in a second instance, they may be selected and receive an invitation to apply (ITA) for one of the migration programs served by the EoI system. EoIs of candidates who decline an ITA go back to the pool till expiry, the others who do not apply within a fixed period of time without declining the ITA are automatically removed from the pool.

The EoI pool offers a basin of pre-selected candidates to migration authorities and, in some cases, employers who can tap into it to meet economic or demographic goals. It allows dynamic prioritization of selection among eligible candidates. Criteria to enter the pool and to be invited to apply can be adjusted easily in response to shifting economic landscapes or policy priorities. Migration authorities decide the frequency of draws from the pool and the number of ITAs issued at each round, based on targets and other policy objectives. The points threshold required to issue an ITA may vary as a function of the number of places available in each draw and the profile of the candidates in the pool at that exact moment. Among the pre-selected migration candidates, only the ‘best’ ones are invited to apply. 

Candidates exit from the pool either because they receive an ITA, or because they have not been selected after a period of time. There is no guarantee that anyone in the pool will be invited to apply, nor are candidates bound to accept an ITA. 

EOI fee

EOIs must be completed online using through the government website so there is no fee to create or submit it

Language tests and Educational Credential Assessments (if you want to qualify under our Express Entry sub-stream) are completed by third-party organizations for a fee. If you receive ITA, you will have to pay the current application processing fee for permanent residence applications directly to Citizenship and Immigration Canada (CIC).

1. Can I submit EOI without clearing an English Language Test or Skill Assessment?

No, you need to have evidence of your language proficiency and skill assessment before you submit your EOI.

2. What if I committed a mistake in EOI?

It is extremely crucial to provide accurate information in EOI by the time you are issued with an invitation. If the government finds the information unreliable or inappropriate, your application will get rejected even if you have scored sufficient points.

3. Can I hire the services of a migration agent to submit my EOI?

Yes, one can hire the services of a registered migration agent to get assistance in submitting the EOI. The reason for this is that such individuals are acquainted with the current laws, requirements or changes and legally authorized to provide advice on the Canada immigration.

4. Can I submit multiple EOIs?

Each prospective applicant should only submit one EOI to the Program.

If your profile or family situation changes (ex: the birth of a child, completing additional education), it is not necessary to submit a new EOI. Instead, you can edit your existing submission by logging in to your Government account and making the necessary changes. Once you re-submit your EOI with the changes made, any changes in Ranking Points will be reflected in your account.

You should only submit a new EOI if your old one has expired or if you received a Letter of Advice of Apply and decided to decline your invitation to submit a full application.

5. Does my Expression of Interest expire?

Expressions of Interest are valid for one year from the date candidates submit them to the MPNP. If you do not receive a Letter of Advice to Apply (LAA) after 12 months, you will have to complete a new profile. Making changes to an existing EOI does not extend the validity of your submission.
